The first change to TONO’s concert tariff, announced on 28 May 2024, will take effect on 1 April 2025. TONO’s concert customers have been notified of this by email.

TONO initially announced the change to the concert tariff on 28 May 2024. The first step in the gradual implementation of the new tariff will take effect on 1 April 2025. This involves adjusting the remuneration calculation for the highest level in the tiered tariff from 2% to 2.5% of gross ticket revenues. This tier applies to single concerts with gross ticket revenues exceeding approximately NOK 220,000.
The percentage for this highest tier will then increase to 3% from 1 April 2026.
From 1 January 2027, the remuneration calculation will also include revenue from subsidies directly related to concert performances, in addition to gross ticket revenues.
The change taking effect on 1 April 2025 marks the first step in a gradual modernisation of TONO’s concert tariff, as announced in spring 2024. The aim is for the concert tariff model to better reflect the realities of the concert market, where ticket sales often constitute only part of the total concert revenues.
Revenues from activities not directly related to concert performances will be excluded from the calculation basis. For organisers with total annual subsidies under NOK 50,000, the TONO remuneration will continue to be based solely on ticket revenues, as before.
TONO is in dialogue with concert organisers to define criteria for what qualifies as relevant subsidies and should be included in the calculation basis. We encourage organisers to reach out to us with any questions. Additionally, we will arrange meetings and other dialogues with organisations, festivals, year-round organisers, and individual event organisers.
As a collective management organisation, TONO has a responsibility to ensure that the rights holders of the musical works performed at concerts—songwriters, composers, lyricists, and music publishers—receive fair remuneration and a reasonable share of the economic value their musical works create for concert organisers. This responsibility is legally rooted in Section 3 of the Norwegian Copyright Act, which grants creators the exclusive right to economically exploit their works, and Section 69, which emphasises the creator’s right to reasonable remuneration for public performances.
The Act on Collective Management of Copyright and Related Rights further supports the requirement for fair compensation for creators through collective management. Collective management also provides concert organisers with a simple way to obtain permission to use copyright-protected music managed by TONO.
TONO is committed to ensuring simplicity and predictability for organisers. At the same time, we are working on digitalisation and streamlining reporting processes, aiming for fully digital reporting by 2027.
